In the fall of 2018, Public Works and Government Services Canada, on behalf of Transport Canada, hired
a consulting Team led by CBCL Limited to perform high level Transportation Assets Risk Assessments
(TARA) to Climate Change (CC) at key facilities across Atlantic Canada, including the study site. The risk
assessment follows Engineers Canada’s Public Infrastructure Engineering Vulnerability Committee
(PIEVC) Protocol, with adjustments tailored to the study. The PIEVC Protocol provides a risk assessment
framework based on interactions between climate parameters and infrastructure assets and operational
components.
