Assessment of the Union Water Supply System

The Union Water Supply System (UWSS) is a municipal water supply system that is jointly owned by the Ontario municipalities of Leamington, Kingsville, Essex and Lakeshore. The UWSS is governed by a joint board of management that consists of board members from each of the four owner municipalities. Day to day administration of the system is led by the UWSS General Manager. The system is operated under contract by the Ontario Clean Water Agency (OCWA). Treated water from UWSS is supplied to the four owner municipalities for local distribution to residents and businesses. The following maps show the UWSS service area.

For this particular study, the UWSS, Engineers Canada and Ministry of the Environment (MOE) agreed to work together to assess the engineering vulnerability of the Union Water Supply System infrastructure to the potential impacts of the current and future climate. The primary objective of this study was to identify the areas within the current design, construction, operation, and management of the UWSS, which are at an increased or decreased risk of failure and/or damage due to potential change in climatic conditions through the use of the Protocol and to make recommendations for remedial action and/or further study.
